To unbolt the bumper?

http://i.imgur.com/KiPThB5.jpg

rear ended at very low impact, I almost thought no damages occurred. I tried the rubber suction dent puller but the area is too rounded for it to stick. The bumper is slightly separated from the body now. Can I pull it from that area without damage or will I have to unbolt the bumper to fix this?
I poured 1 liter of boiling water on the area, but it never got hot. It felt just above room temp but It was about 55F at the time. No heat gun, so blow-dryer?
Thanks!

A dent puller won’t work on plastic. You need to heat it up enough to keep it soft so you can massage that back out.
