It's a matter of optics. All the LED bulb is is a chip without any sort of lens, so it just throws light wherever it wants. It's relying on the optics of the headlight to throw the available light.
The optics of the standard headlight was designed for a halogen lamp that puts out a certain amount of light from a specific spot on the lamp itself.
While you can swap bulbs, very few people seem to be happy with the outcome, especially for the money. If you want to replace the halogen, stick with HID. They're cheaper and perform better with our optics (even then, they aren't perfect).
