I think it is hybrids in general are no longer considered "green". Full electric cars (like the Volt) get green plates only if I am not mistaken.

i've also noticed that the qualifying vehicles are either 100% electric or they are a gas/electric hybrid where the hybrid system need to be plugged in to charge.
